This must be an older QEMU binary (you didn't tell the version info) that doesn't support active commit.

I've just tested with these libvirt versions, and it works just fine: libvirt-daemon-kvm-2.0.0-1.fc24.x86_64 qemu-system-x86-2.6.0-6.fc24.x86_64
