I guess it could be helpful. I mean I wont have to do it through virsh/echo/explicitly
everytime. If I have an API for cgroup settings, I can do it easily through my code.

There's no API in libvirt for setting this, and I don't really see the
point in this cgroup setting at all. It doesn't offer any critical
functionality that you can't achieve by just explicitly configuring
cgroups to not overlap.
