This would appear to be a problem with how Gentoo is managing
dependences etc. As I am not using systemd for init, but some other
installed software is requireing it to be there.
At the moment to make my VMs start I have uninstalled Systemd leaving a
broken dependency situation.
If you have any advice on how maybe to have Libvirt ignore systemd etc.
That might be handy. ;)

Do you have systemd installed without using it as your init?
Libvirt should probably detect this and fall back to manual cgroup
creation as
it would if systemd wasn't present on the system at all.
