[libvirt] [PATCH V2] Expose resource control capabilites on cache bank

This patch is based on Martin's cache branch. This patch amends the cache bank capability as follow: <cache> <bank id='0' level='3' type='unified' size='15360' unit='KiB' cpus='0-5'/> <control min='768' unit='KiB' type='unified' nallocations='4'/> <bank id='1' level='3' type='unified' size='15360' unit='KiB' cpus='6-11'/> <control min='768' unit='KiB' type='unified' nallocations='4'/> </cache> Along with vircaps2xmltest case updated. Introduce STRICT_FRAME_LIMIT_CFLAGS that will be used for the library code and RELAXED_FRAME_LIMIT_CFLAGS for daemon code and the test code. There is no async job running when a freshly started libvirtd is trying to recover from an interrupted incoming migration. While at it, let's call qemuMigrationResetTLS every time we don't kill the domain. This is not strictly necessary since TLS is not supported when v2 migration protocol is used, but doing so makes more sense.
