Version 2 of https://www.redhat.com/archives/libvir-list/2011-September/msg00795.html. Instead of creating a new library for the TAP functions and refactoring code to there I have only refactored the actual TAP creation in util/bridge.c. This simplifies the patch and achieves the same goal.
