If it is indeed an internal tool, why is the man page in section 1, and why is it in
PATH?
We explicitly want virt-ssh-helper in $PATH, because this is designed to
remove the assumption that the libvirt client is compiled with the same
$prefix setting as the libvirt host. Hardcoding libexec would be a step
backwards.
