Most likely not, still don't have access to the machines. At this point
I would say we should drop this from upstream until we figure out
another way to get custom runners for upstream libvirt.

That was my thought, it doesn't matter as they are broken. So we need to
remove it or update to Fedora 40/41.
Well, the current situation is that a single test fails, and it's the
same both on Fedora[1] and on CentOS Stream[2], so I assume that
fixing one would also fix the other.
Turning this into a test that fails right away because the correct
environment can't be deployed would be a significant change for the
worse IMO.
On the other hand, the integration job depends on the regular build
job, so we'd be stuck on Fedora 39 for the latter until we can move
the former to Fedora 41 too.
Given the situation, I would vote for just dropping the Fedora 39
integration job altogether. Once someone manages to provision a
Fedora 41 environment on the integration machine, it will be easy
enough to re-add it.
