That's just an artifact of the way the release timelines of RHEL5
vs RHEL6 happened to line up. RHEL-6.1 updates to libvirt 0.8.7
so is once again ahead of RHEL6.
In our production instance each compute node has 24GB of memory and
each
VM has 2GB of memory (8VMs x 2 GB). So enough space for them.

Ok, this is an error coming from KVM itself, so it doesn't

These ones are obviously the ultimate failure. I honestly don't
know why the kernel would return ENOMEM when you have 16 GB
free and only ask for 2 GB.
The only thing I can think of is perhaps if the box has NUMA there is
some pathelogical problem causing one node to run out of memory.
IIRC there was also some bug with KVM where it would fail when a couple
of specific memory amounts. I don't think that 2048 MB was such an
amount, but you could try changin your guest to have 3 GB of ram or
1.5 GB etc, to see if it makes any difference.
Failing that I think you had best file a support ticket with Red Hat
customer services about the KVM problem
