[PATCH 0/4] conf: Deduplicate NUMA distance code

While the number of saved lines is not that great, it prepares the code for what I'm working on - exposing HMAT in capabilities XML. My idea is to reuse XML formatters there too so that mgmt app can just take whatever we produce in capabilities XML and paste it into domain XML.
