That's just the way XenD works - nothing we can do about this AFAICT
2) This isn't implemented for the xm config file driver. I
figured this is fine since this is inherently dependent
on inactive domain management.
This would need a completely separate approach - symlinking the
config files from /etc/xen into /etc/xen/auto
