[libvirt] Availability of libvirt-4.0.0 Release Candidate 2

I'm late but it is now tagged in git and signed tarball and rpms are pushed to the usual place: ftp://libvirt.org/libvirt/ This seems to work fine for me, I think I heard that the issue on MacOS is fixed, so with a bit of luck we can get through and make the release.
