On virt-manager-0.8.5-1.fc14 (fedora 14 box), I just tried File->add connection; hypervisor qemu/kvm, check the box for remote host, method ssh, and then you can specify both username and host, at which point it displays a generated URI of qemu+ssh://user@remote/system.
