The strategy is to implement all reasonable APIs up to libvirt-3.0.0, after that there will be separate release of libvirt-dbus to gradually cover libvirt APIs in order to make downstream maintainers life easier so they can pick specific libvirt-dbus version which will work with the shipped libvirt with all APIs covered.
