[libvirt] [PATCH 1/1] Add a few additional comments to bugs.html

Clarified that "bugs" in this context means any change to libvirt, whether called a bug, feature, etc. Noted the existence of the Fedora virt preview repo as a way of trying out newer prebuilt packages.
