Libvirt uses the redhat's bugzilla to track upstream issues:

There's a plenty of unassigned issues (assigned to libvirt-maint). But
working on an assigned bug is acceptable too :)
And regarding the vCPU pinning - see vcpupin command in virsh or the
virDomainPinVcpuFlags() API.
