[libvirt-ci PATCH v2 05/13] config: Introduce a new global config.yaml configuration file

Rather than having the configuration options split across multiple files (root-password, flavor, gitlab-url, gitlab-runner-token, ...), let's consolidate these settings into a global config file. The YAML format has been chosen simply because it's the native data format in Ansible and thus plays very nicely when accessing variables within Ansible playbooks.
