[libvirt] Release Candidate 2 for libvirt-1.2.19

It's out, I tagged it in git and pushed signed tarball and rpms to the usual place: ftp://libvirt.org/libvirt/ This seems to work fine in my limited testing, and if nobody raise any serious issue I plan to make the final release on Wednesday.
