[libvirt] [PATCH 0/6] support to set cpu bandwidth for hypervisor threads

Currently, we only can set cpu bandwidth for vcpu. If the hypervisor threads consume too much cpu time, it may affect the vcpu. This patchset allows the user to control the cpu bandwidth for hypervisor threads. It does not change the behavior if the cpu bandwidth for hypervisor is unlimited.
