[PATCH 3/3] qemu_validate: Fix how qemuValidateDomainDeviceDefZPCIAddress() is called

To make the code future proof, the rest of the qemuValidateDomainDeviceDefAddress() has to be executed (even though there is nothing there yet) instead of returning directly.
