There are two mouse modes at the moment that is
SPICE_MOUSE_MODE_SERVER and SPICE_MOUSE_MODE_CLIENT
Currently 'agent-mouse=on' equal to 'SPICE_MOUSE_MODE_CLIENT'
'agent-mouse=off' equal to 'SPICE_MOUSE_MODE_SERVER'
