Fix install of VSMigrationService
This moves VSMigrationService down in the list of providers, which seems
to fix it for me, but I have no idea why.

I just assumed I was crazy when I saw this bug. Good thing Kaitlin
backed it up. automake is my favorite tool ever. +1
