[Libvirt-cim] [PATCH 0 of 3] Adding ElementSettingData.
Cleaned up previous patch - removed buggy InstanceID parsing code from ElementSettingData.
Created a new function in libxutil/misc_util.c based on the InstanceID parsing of
VSSDComponent.
Cleaned up other bugs / style issues as well.
