As a result of RFC [1], this implements the unprivleged SG_IO
support.
1/6 and 2/6 are already acked.

* Change the XML tag name from "cdbfilter" to "sgio",
and to leave enough room for future values, the values
of "sgio" are "filtered" and "unfiltered" now.

* No restoring of unpriv_sgio per Daniel's thought.
* Use "major:minor" as the hash key per Jirka's suggestion.
