Based on:
- #2 Fix (again) VSMCaps and ElementCap
- Remove devid-style InstanceID support from ELEC and EC
Applying these patches didn't fix the dups for me (btw, thanks for
finding the dups!). I think the Virt_ provider still gets called twice.
