The value of AutomaticRecoveryAction is set to 2 for libvirt-cim F9 rpm instead of 3. The value of AutomaticRecoveryAction is set to 3 for KVM, Xen with current sources. The tc will XFAIL for now with the current F9 rpm for KVM.
