More context would be helpful, but this looks like rst2man or rst2html failed. Again, context would be helpful to know which one and whether it's caused by a problem in our released code or rst2*.
Last time someone reported this problem it was due to an outdated local / pip install of the python3-docutils package Our CI passes on Ubuntu 18.04, so we know it works with the official distro provided python3-docutils Deb package.
