I may be remembering incorrectly (I think there might have been as similar bug of the same vintage), but it is possibly caused by this bug: https://bugzilla.redhat.com/show_bug.cgi?id=1813830 It was fixed upstream in libvirt-6.4.0. If you're building from upstream yourself, then grab the latest master.
