This is not a good idea to have two NICs sharing the same MAC.

I guess nothing. Libvirt has generated the same IDs for two devices which is obviously libvirt's faul even in case two NICs sharing the same MAC. Can you post full domain XML (possibly with network XMLs)? I'll try to reproduce and maybe I'll find what's wrong.
