Please check whether libvirt container is mounted in the blkio cgroup controller.
(/cgroup/blkio/libvirt/), and if not the libvirt dameon has to be restarted, if it is
available check for the respective domain is available in the respective container,
(/cgroup/blkio/libvirt/qemu/<domain-name>), if not the respective domain also has to be
restarted to get the cgroups reflected.
