[libvirt] [PATCH] news: Update for 4.0.0

As usual, a bunch of changes slipped through the cracks during the development cycle. Update the release notes to include at least the most notable. I know that there are going to be more features down the line, that's why I mentioned it's "basic" support ;) I can pull that from the release notes, if you'd prefer, but it makes sense to me that we would both list basic bash completion as a new feature for this release, and list much improved bash completion as an improvement next release.
