[libvirt] Entering freeze for libvirt 5.10.0

As planned this is now tagged in git head and signed source tarball and rpm are available at the usual place: https://libvirt.org/sources/ there is a few weirdness on CI, some apparently related to freebsd, others to python and go bindings, worth having a look, some are broken for a while now. Otherwise this passes my very minimal testing, but don't rely on this ! I plan on making a RC2 for Thanksgiving, and if everything looks fine push the final release next Monday. Please make sure we have the docs in the news file :-) thanks ! CentOS CI has had a a terminal hardware failure, so what you see in the web UI is quite old reports, not reflecting current git. We have Travis working for Linux distros at least - Travis itself has a broken macOS install of GLib that's killing those jobs for libvirt & QEMU CI. I just tagged RC2 in git and pushed signed tarball and source rpm to the usual place: http://libvirt.org/sources/ Looks fine in my minimal testing, but please it a try especially on other platforms and systems.
