[libvirt] [PATCH] small fixes for the spec file

While sarting to build the RPMs for Fedora I noticed that there were a couple of cleanup patches missing about the handling of configuration files, and we forgot to add the dependancy on hal/hal-devel. We should also probably list hal and devkit support as modular options in the spec too. ACK I think its fine keeping HAL as mandatory for now - its pretty much a mandatory part of any Fedora install these days.
