[PATCH V9 08/14] spec: Add numad dependency to qemu and lxc drivers

Both drivers use numad via virNumaGetAutoPlacementAdvice. Drop the numad dependency from libvirt-daemon-common to avoid enforcing it all users of the subpackage.
