From: "Daniel P. Berrange" <berrange(a)redhat.com>
Remove all use of the existing APIs for querying QEMU
capability flags. Instead obtain a qemuCapsPtr object
from the global cache. This avoids the execution of
'qemu -help' (and related commands) when launching new
guests.
