[PATCHv2 1/4] netlink: Remove invalid flags(NLM_F_CREATE and NLM_F_EXCL) for RTM_DELLINK

NLM_F_CREATE and NLM_F_EXCL are invalid for RTM_DELLINK, so remove them.
