QEMU_CAPS_VIRTIO_PCI_TRANSITIONAL is the evolution of
QEMU_CAPS_VIRTIO_PCI_DISABLE_LEGACY from qemu's point of view. Make sure
that we consider both when assesing whether a device belongs on PCIe.
