There are two places in virhostdev that executes a re-attach operation in all pci devices of a virPCIDeviceListPtr array: virHostdevPreparePCIDevices and virHostdevReAttachPCIDevices. Just move its internals here. I mean, even from the code you're moving we would be calling virPCIDeviceReattach().
