In Nov 2015 commit fc604c1 mandated at least QEMU 0.12.0, which was
released in Dec 2009.
Increase the requirement to 0.15.0 (Aug 2011), which was the first
release that stopped promising HMP compatibility.
This lets us assume every QEMU supports JSON monitor.
