The inactive XML adds a <bootloader /> tag. Now that is (in my perspective) not a bug, but it it is that libvirt expects a config. In my personal believes the tag shouldn't be there if there is no config; or libvirt should not I think is similar to what I reported in February: http://www.redhat.com/archives/libvir-list/2008-February/msg00097.html There's a patch attached that works around the issue but I doubt it still applies.
