I don't know if that matters. A few lines above in meson.build Xen 4.6 is the supported base.
It matters in a way that we can bump the minimal version to 4.9 and we can simplify the code a bit more.
Repology reports the following openSUSE Leap 15.2: 4.13 openSUSE Leap 15.3: 4.14 Fedora 33: 4.14 Ubuntu 18.04: 4.9 Ubuntu 20.04: 4.11 Debian Stable: 4.11 So we can likely bump it to have 4.9 as the min version at this point in time.
