That _is_ the desired default location for qemu:///session, and can be further tuned by setting appropriate values for XDG_CONFIG_DIR (defaulting to $HOME/.config) and contents of $XDG_CONFIG_DIR/libvirt/libvirtd.conf (set the log_outputs config variable). Only qemu:///system (for privileged users) has permissions to write into /var/log.
