On Fedora 12 you can build libvirt for mingw using the following

--without-qemu \
--without-lxc \
--without-uml \
--without-vbox \

--without-one \
--without-phyp \
--without-netcf \
--without-libvirtd
This disables all drivers except for test, remote & ESX. This gives a build
that can run as a client
