Is Libvirt memory ballooning managed by nova in OpenStack Juno?

Is Libvirt memory ballooning independent from the  OpenStack "RAM allocation ratio"? and allow a VM to expand (page out) even though the overall RAM allocation ratio is already at his maximum?
