Rather than tying the element name to our current choice of program, can
we come up with something more generic?

But the idea of allowing the XML to specify an override for the program
to run seems like it might be worthwhile.
We don't want to directly expose the fact that we're running
a process for these services in the XML, because in the future
there's a good chance the way we run dnsmasq will change, such
that we don't run it per network, instead having one shared
instance.
