IMHO we should remove that clause. There's no real harm in CC'ing
individual contributors if they're previously reviewed a vNN series
and it is a very normal thing for people todo in many email based
projects. I don't want to see us complaining if contributors choose
to CC people.
IIRC the motivation for that clause was because some contributors cc'd
random people on v1.
