[PATCH V3 0/4] Add virDomainSetLaunchSecurityState API

V3 of https://listman.redhat.com/archives/libvir-list/2021-December/msg00366.html Like V1 and V2, this series is compile-tested only. I plan to work on functional testing soon. Unlike previous versions, this one got little self-scrutiny since I wanted to get it posted to the list for feedback on questions regarding 4/4.
