I somehow dared to open 'po/cs.po' file and it made me wonder what's the life cycle of these files.

Yup, but I must admit I forgot to push the .pot file there in ime for 0.8.7, so 0.8.7 has the localization from 0.8.6, I pushed after the release and will probably push again in the coming week to make sure we have updated content for 0.8.8.
