We'll cross that bridge when we get to it. As of today,
https://packages.debian.org/sid/librbd-dev
shows that quite a few 32-bit architectures are still supported, at
least as far as Debian is concerned.
Looking again at Fedora it seems upstream dropped support long ago but
Fedora kept building until we hit a problem with compilers running out
of address space. If Debian is cross compiling from a 64bit machine
they'd avoid this. So anyway
