Having just the 'seclabel' term here without a definition looks strange.
But your conversion is faithful.
Well, my conversion is to a large extent automated so the content itself in terms of actual text will not be impacted. In few cases I need to fix nesting of some definition lists and add anchors which are used, so the content is unlikely to diverge. I'll post a follow up to address this.
