[libvirt] Plans for next release 3.0.0

Since we had planned a release mid January, it's time to plan the next release, I suggest to shoot for a release next Monday, the 16th. In which case we should enter freeze this Wednesday, then have RC2 on Friday, and then if everything is fine, push the release next Monday.
